Cass County was one of the first counties to adopt zoning in
1969. It is the goal of Zoning to encourage growth in an orderly
fashion while at the same time preserving and encourging commercial
and industrial growth.
The Cass County Zoning Department serves the rural Cass County
area and we provide building permits and inspection services
through interlocal agreements for the Villages of Avoca, Alvo,
Cedar Creek, Elmwood, Greenwood, Manley, Murray, Nehawka, South
Bend, Union and Weeping Water.
Requests for Building Permits (including Flood Plain Permits),
County Road Access Permits, Changes in Zoning, Applications
for Conditional Use Permits, Platting or replatting of subdivisions
and other land use changes are administered by this office.
The Zoning Department also maintains agendas and minutes for
the Cass County Planning Commission. The Planning Commission
holds public hearings to review and make recommendations to
the County Board on Amendments, Conditional Use Permits and
Subdivision requests. The Planning Commission consists of nine
members appointed by the County Board of Commissioners for a
term of three years.

Cass County has adopted the 2006 International Building Code, 2006 National Electric Code and 2006 National Plumbing Code and the Uniform Building Code for
the Abatement of Dangerous Buildings as published by the International
Conference of Building Officials. The Zoning Administrator shall
declare in writing the date of the Codes being used and post
a notice in the Zoning and Inspections office.
